I'm not really an expert so some of this may be wrong, it's also 3 AM and I probably made some mistakes in writing this.
Webdiplomacy is a web version of the board game Diplomacy, your goal is to conquer 18 supply centers, the countries/territories with the circles. The biggest part of the game is negotiating alliances then betraying your allies later. You start as one of seven regional powers with several supply zones open. The phases of the game are basically: negotiation, movement, build/disband.
During the negotiation phase, you are actually entering the moves/actions you want for the first part of the movement phase, this is where you'll be making alliances or tricking people into helping you then stabbing them in the back. Once the negotiation phase is done and everyone has their moves entered, the game goes to movement.
In the movement phase, you get your first moves which you chose during the negotiation phase, then you get a second move/action turn once you've seen what happened.
Everyone's moves/actions happen at the same time and there are a few things that can happen, you can conquer, lose or bounce. Only one army/fleet can occupy any territory at any time. The types of actions you can choose are: hold, move, support move, support hold, convoy.
Movement is based around 'support', adjacent units can lend support in defense or attack. When supporting an attack, the supporting unit must be in a position to also attack the territory.
To conquer a territory you have to have have a numerical advantage over the defenders by supporting an attacking unit into that territory. In a tie the defender wins, for example a unit attacks and has one support will lose to one unit defending with one support. Additionally, fleets can only occupy and give support to coastal territories.
If you get attacked and lose the territory your unit has to retreat to an adjacent empty territory, excluding the one from where the attack was launched. If you can't retreat, the unit is destroyed.
Bouncing refers to two units attempting to take an unoccupied territory with equal strength, when this happens, neither unit moves into the territory.
So, once the first moves are revealed, you have a second chance to move and also a second chance to talk to the other players. To completely conquer a territory you must hold it for this second action cycle.
After both action cycles complete you enter the build/disband phase where you need to equalize the units you have with the amount of supply centers you have. Your new units can only be built in your home territories, so if you gain more supply than you are able to build, you actually need to wait to build those units.

I'm the pink territories, you can see all the movements here except retreat, red lines are move/attack, yellow is support move, green is support defense, blue in convoy, magenta is retreat. The red X's are unsuccessful actions and the little explosion icon is me crushing the army in Munich since it couldn't retreat.
In turn 24, I took Munich by attacking with my army in Ruhr with the support of Burgundy (who was able to support because it's adjacent to both Ruhr and Munich). He actually messed up because he tried to attack Burgundy, had he opted to hold, he would have blocked my attack since Bohemia was supporting his defense.
I also convoyed a unit from Wales to Picardy via the English Channel, if you have fleets that are adjacent you can actually convoy over the entire chain in one move.
You can see that I also defended against attacks in St. Petersburg and Gascony.
So since I conquered Munich, I have to hold it for another move phase, until the build phase. Which I did in turn 25:

Remember playing Diplomacy in school the one day, our history teacher betrayed our 'alliance' getting me to attack Russia and then he went in my undefended back door, I think that was the only time a teacher betrayed my trust as a pupil.
Then on the second round I got the worst area bang in the middle of everyone else (Budapest, Vie and Trieste) everyone else 4 in total ended up ganging up on me . 8 strength armies from various other factions versus my 2 however I managed to hold out for that turn against all odds by putting each of my 2 armies in support of each other.a glorious last stand before eventually succumbing to the imperialists.
You must have seriously pissed people off if Germany came after you whilst playing as Austria.
If you look at the map you'll spot a line of territories running from St Petersburg to North Africa of territories with no supply centre (Except St Petersburg itself - a wierd exception that makes Russia difficult to play). Usually this means the game splits into two halves, England France and Germany on one side of the line, Russia, Turkey, Austria and Italy on the other. Usually, each half dukes it out to a winner before invading the other half. Germany and Austria therefore usually form a non agression pact on turn one. Because the game is generally played by people with a bit too much knowledge of military history, this pact is typically refered to as an Anschluss.

I don't know if it'll be as good as actual diplomacy. There's something to say about physically discussing diplomacy over a bunch of beers where by the threat of getting decked out means you'll hold your word.
