Welpfleet = gank canes? 200 would give you 100k+ dps (assuming so-so skills) and 70k+ cap drained every 12 seconds. Should cap out a super within 30 seconds and kill within a few minutes, I guess.
Alternatively, you could get about the same neuting power and DPS out of 700 rifters.

All I meant by it being weak, is that rating FC's is incredibly subjective and unlikely to cause butthurt in anyone.

Regarding bombing, I'd like to add that before Delve 2 was over ED had a fairly competent bomber wing(for the time, of course, nowadays they'd be "meh") in our black ops groups in Insmother.
"The mentioned bombing practice had led to a massive victory. Red Alliance had titan-bridged a massive fleet into one of our systems TP-RTO. Our fleet was roaming the system, but when the cyno went up, the Black Ops bombers got there first. With over 70 ships clustered tightly together, it was a perfect target. 8+ bombs were launched inside of 15 seconds or so, and those bombers got 56( yes fifty-six ) kills."
That was a big deal at the time, so forgive the enthusiasm. I CBA to dig up the killboard though.

700 rifters sounds fine but the dude in the supercarrier might have forgotten to bring five drone control units and may have had to reluctantly settle for some faction smartbombs instead. I'm not sure small neuts and sniping rifters are going to do the trick.

Not suitable for Goons though, they are much better using cheap disposable ships that its ok to lose. Afterall, last time Goons ganked a Supercarrier with supercaps they lost 2 themselves when jumping home.
Goons need to play to their strengths which isn't elite-pvp, instead their primary objective should be getting home alive or at least not lose too much when they explode. Killing something that is not themselves should be left as a secondary objective.
Hurricanes fit this bill perfectly, they can easily get the numbers of pilots required to kill a supercap in a couple of minutes. There's no reason why this shouldn't be highly successful.

I had assumed that the reason why tempests were used for super ganking was that they minimise the number of ships required to strip a super's capacitor within a cycle or two whilst still offering good dps. I recall from last year that quite a lot of supers escaped from the NC because the usual response to tackling one was to dogpile everything in. And then some more stuff. In the inevitable lag, guns stopped cycling and it became too difficult to get past the tank buffer in that 15 minutes. By contrast if you can do it with a small number of ships, the guns keep cycling and the dps is fully applied.
Getting their head round the concept that less is more is probably the most difficult thing for Goonswarm. They have the skills to fly the tempests and their much vaunted ship replacement scheme should have no problems covering the cost of welping a bunch of tier 2 BS. The way to use their numerical advantage would be to deploy in waves - where a smaller alliance would have to withdraw once casulties made its fleet unviable, a large alliance could just bridge in another ganksquad.
