You've got to fill in a requisition for a 22A, then seek approval for your 55B but DON'T fill it in until you've had your AA3 signed, double stamped and approved by the head office. Then you just transcribe the 55character verification code onto your form 55, use it to get a 99Q, and THEN you submit the 55 simultaneously with your 99Q.

Goons should start playing this from both sides. Have a few Empire alt/spies form the Iceminer Defense Union and Retaliation Project and start organizing the chucklefucks who bleat about forming defense fleets. Give 'em some backbone and persuade them that the only way to stop the goons is to organize raiding fleets and take the fight to goonland. It's especially important use phrases like 'spoiling attack' and quotes from famous military philosophers to generate the impression you know what you're doing.

I would be honestly suprised if people's stockpiles were that small.
The important thing to remember about people who run towers is that they are stupidly rich, on account of running towers. They can afford big stockpiles and will often use them to squeak out a little more profit by only buying fuels when the price is at a low point in its cycle. I'd guess it would take a month for most stockpiles to run dry.
Maybe it'll make them feel better if they learned I later lost it to B4D W01F while being stupid.
