PL proved hellcats (ie abbadons with tank with a large number of t3 heavy tackle) can kill armor hacs no problem. Evoke only brings a few lokis to the battle so the ~theorycrafting~ says ahacs should still work. That said damn I managed to not die in that fleet but damn.
It was clear what happened to any grunt, we warped to the abbadon's optimals and stood there wondering why we could not lock the primary (60km lock range ftl?). We could only shoot the random evoke that got too close to us. There was no movement of the anchor anywhere, we did not chase their guardians, we were not even at the gate where we could web our own targets O_o Sorry but this one was a fuckup on the FC's part more than any ~1337~ skill of evoke other than primo balls.
Actually, it is clear how the fleet was run. 50km engagement, 60km targets... that must be a drake gang.

What rus is doing is very similar to their atlas campaign.
They throw in a small but elite entity to lower moral and to attack the weakest link (in this case demon hunters) while trying to convince the core nc that gem residents are shit, should be able to hold their own and the core nc wouldn't need them anyways.
Atlas pretty much completely fell for it, lost their meatshield, lost their power to blob and ultimately cascaded.

I don't think it's necessarily a value judgment to say that Bl lacks power on their own- they do lack it. They can nibble around the edges but cannot pose an existential or diplomatic threat even to DEM0N HUNTERS - although it's a close thing.
However, with Ev0ke around, working together they can absolutely cause some alliances in the area to fall, barring NC support. You obtain strategic assets and cause the ultimate defeat of your enemies by making friends and working together with them. I think BL is doing that.

I think if you were to talk to most of these guys they'd probably be pretty chill, just roaming around looking for fights. I seriously doubt they care what alliance you are in or really where you are, as long as you have a fleet of some sort they can engage. I also highly doubt most of them care to be involved or tied down to any particular area worrying about any of the seriousness that so many place on having their alliance name on a system or station. It just doesn't seem to be their style. From what I can tell from afar anyways, it seems they tend to like being in relatively small fleets of under 30 in specialized setups.
While they may not be relevant on a global scale, and certainly not relevant in the terms that you describe, it would seem they are quite relevant to the immediate inhabitants of west Geminate who tend to immediately dock up for the night when these guys start flying around. I say good on BL, they are what ~250 people with max fleets of maybe ~40 according to dotlan and their killboard respectively. Dem0n Hunters are what ~1200, and cry in intel nightly but remain largely paralyzed in their l-h station, unable to do anything but die horribly to their ~40 man hac gangs.

We're not backed by some huge alliance, we answer to no one. Yet we seem to have every corp/alliance in Geminate/Vale (the "almighty" RAGE included) pretty fucking worried. Depends on what you call relevance I guess...
