Its tough to get any kind of consensus on problems when there are multiple critical flaws and fixes to one will reverberate with the others, possibly making it worse.
It would be better to just try to eliminate what one can and then proceed from there. There's three horrid problems wrecking the 0.0 game right now:
1. the sov structures all have stupid amounts of hp
2. jumpbridge sprawl is allowing fast blob reaction time
3. supercaps online
The nerfdown of motherships into t3 carriers might take care of #3. Restrictions on jumpbridges, regardless of the howls from peeps who, IMO, are trying to throw around "won't someone think of the casuaaaals!" to stop it, seem to be on their way and might do something about #2. I haven't heard anything about #1 but it should be self-evident.
Fix those three things and then we can start finding ways of buffing up the 0.0 game.
