A pubbie is anyone who is not a member of somethingawful.com. I think TEST picked up the term to describe anyone not in TEST because they seem to love stealing shit from Goons. This most likely spread around through MH, FA, TNT and friends because they wanted to be cool too.
This is why people keep saying that GSF is full of pubbies, because I think the number of legit sa.com members in GSF is dwindling

Out of curiosity, is there a particular term for SA.com members that play EVE but are not in GSF. It seems to be an unspoken assumption here that they all are in that particular corp, and that any other scenario is, well, out of the question. I crave more EVE
dreamin (SA) / Mo'chuisle (Eve) / moonz (here) is a reasonably well-known Eve goon not GSF-aligned and supposedly there were a bunch of goons in his corp, The Executives
Groon is the traditional goon corp for those who were thrown out or banned from Goonfleet/waffe, but they imploded fairly recently and I'm not sure how many goons remain there. Reportedly there are a few goons still in Elitist Ops (TopGoon[555]/penif, youtuber, one or two others maybe) but it's a similar story to Groon.
The highsec griefing corp Suddenly Ninjas was at least originally a goon project, although again I think it has since been taken over by pubs. Rens 911 was a Goonfleet spinoff and there's usually a few small goon-run highsec/lowsec gank corps going.
I want to say HYDRA RELOADED was a goon project for a bit but I can't for the life of me remember where I got that.
There are assorted goons in non-GSF corps and once in a while there's forum drama when one gets scammed trying to get into GSF the wrong way.
I don't know of any SA mods that play Eve that aren't in Goonwaffe, which may be where your perception comes from.

On that aside, the people that took over shortly after the RL hiatus Tchell took and never really came back from don't seem to be in control of the corp now and i recognize only a handful of people in the corp, which is now leading an allianceBasically it looks like it got too fucking big
On the plus side, following changes to the probing system and mission drops I'm told the corp is now pretty much entirely focussed on baiting and ganking missionrunners and wardecing people that pump out Tears by the gallon.

Personally i think there is nothing wrong with them, that they provide overall a national benefit in the UK and that Labour killing Grammar schools was an astonishingly ass backwards counter-productive bit of class warfare.
Many other people feel differently though, generally people that didn't/don't go to one or parents with a bright kid stuck in a local craphole failing them. Perceptions that they are elitist and hatred of the people that go there is pretty common.
