Here are some changes to the rules which will be added on Thursday, February 3rd at 00:00 EVE Time. (7 PM Eastern, everyone else figure out your timezones from there)
EVE General Rules
Don't crosspost stuff from this site to another EVE site without giving credit to the original poster or kugutsumen.com: This one is pretty clear. Give credit where credit is due. (this rule will also apply to EVE Online Uncensored)
The rule regarding contentless posts will now include most image macros.
EVE Online Uncensored
The don't crosspost rule, as well as no text or image spam, will now be included. The Calm Down infraction's warning will now last 72 hours instead of an unspecified amount of time.
Don't use tired, one-liner memes: Maybe as part of your post, but don't just drop a "u mad?" or a "didn't want those <x> anyway". If you hear it on sites that aren't EVE-related, or if you learned it on sites that aren't EVE-related, it is probably retarded and done to death.
Don't be a stupid piece of shit: There's a large difference between trolling and making every post a bunch of incendiary garbage whose only purpose is to make you feel better about losing your ship/your space/an argument. There's also a difference between flaming and just spewing out unoriginal personal attacks. And there's a gigantic difference between exaggerating your enemies' flaws and just spewing out hateful bile.
Chronic Infractions
Chronic infractions will be introduced for use against repeat offenders and will be based upon how many infractions you've had in the past. This only goes back as far as January 1st, 2011 so most people will have a clean slate.
Bans
Bans will now be handed out to anyone who receives two chronic infractions and receives a third.

Those are actual bans. The other "bans" are temp-bans, because I don't have the ability to make people read-only. That is being worked on, and once I can do that people who are temp-banned will instead become read-only.
But it honestly will take a shitton of work to get a chronic infraction, so most people are safe.

Noted, but at what point do the personal attacks on him reach a tipping point? Don't get me wrong, I'm not defending the guy (personally, I think he reaped what he sowed), but at what level do those attacks become too much? Everything from the way he expressed himself (via art, photography, and poetry) to his career choices (dropping out of school, not getting a 'real' position in the military) was criticized, yet he was the only one infracted for going manic about it.
If I'm coming across as ignorant or naïve please forgive me, as my post/member history reflects I haven't been on k.com long enough to get a good feel for 'best practices'.
It got pretty bad, but I wouldn't call it hateful bile. That rule (and the calm down rule) are subjective, which is why they can be appealed by members talking to either myself or Xutech.
I think the line here is that instead of just spewing tons of hateful, bile shit they posted things he himself made and wrote, and then he went insane. It is along the lines of "It isn't libel if it is true".

So what is more seriuse, a infraction or a warning? I was ignoring these infractions because only a chronic one will put you on the bench but this warning I got is making me

You have to be a total niggercunt to be able to get infractions faster than they expire to reach critial mass which would allow us to ban you. Which would force you to spend 5 agonizing seconds to make a new account.
Well that explains why they are yellow and infractions red. Its just that "warning" sounds so serious. Glad to know that as long as I keep it to one or two infractions at a time I do not need to worry about getting banned (yes sure I could make a new account but the thought alone of losing this name..)

Under the new system it is very difficult to get banned by mods, but admins are a different kettle of fish. If you WANTED to get banned its pretty easy, but excepting that i dont know why people are worrying about infractions in the slightest.

Things will be based mostly upon moderator's discretion. Mods can get overruled by supermods (current mods), who can be overruled by admins (xutech and myself).Site-wide rules

I enjoy the forum quite a bit and wouldn't mind contributing to it in some small way. Despite my brief posting history, I don't really know many people here so I wouldn't play favorites if stuff got whacky. I literally don't care which forum you would put me in. Serious or Games is fine, or if you wanted to start me out in a lower-traffic forum to see if I can do the job that's fine too. PM me if you don't get any more well-liked volunteers and are still looking for bodies

Mittens permabanned him but i reversed it later.

Well I do have to wonder if Mittens gets a slap on the wrist for just permabanning someone like that as it is kinda dumb to just start banning people who disagree. While I enjoy Mittens postings and behaviour (in and out of game). I'd hate having to worry about expressing my self. Sure one could argue the ban is easily reversed but you still ruin someones forum experience even if it is just for a day.
