BREAKING NEWS: ME Alliance Structure Changes

Citizens of the Empire,

Recently I made a post explaining that there were some issues in the alliance leadership that were impacting the running of the alliance, and that your triumvirate were working through them in partnership with the Council of CEOs. I also said that you should expect to see some significant changes as a result of our efforts. The purpose of this post is to let you know in detail what has been going on and how the alliance is responding to it.

In short, our alliance is being reborn in a different shape, and as with all births this is a time both of great hope and great change.

First, a bit of background. Our structure of alliance leadership is notorious for burning leaders out quickly and being slow to take action. Tholak Ra, Rebnott Valeri, and xxNukeyxx all stepped down within a short period of time, and our military TRI member Tounsi was so disheartened that he went a bit inactive and stopped logging in as much as well. Part of the problem was that while the triumvirate could make suggestions, their job in the end was to do what the council told them to do, not vice versa. Putting people with the desire and ability to lead into a position that forced to do nothing but sit on their hands, wait for permission, and get flamed for bringing up new ideas was causing our best and brightest to throw up their hands and quit.

Frustration with this problem built for a while after the Pure Blind campaign came to an end. Finally last week there was a landmark post in the Council forum from Sperrzone, respected FC and corp member from DUST who has been with Majesta since before it was truly founded. Sperrzone pointed out all of these issues in a clear way that no one could deny. An unexpectedly large number of people agreed with him, and I felt that the time was ripe for a major change to be made to fix a lot of the issues and frustrations that we all had with the alliance.

I took it upon myself to propose a new structure of leadership for Majesta in which one individual, a Prime Minister, would hold decision-making power for the Alliance. This Prime Minister would be elected by the Council of CEOs and could be replaced by them through a vote of no confidence, but until that vote was made the PM would be in charge of the alliance. The PM would be supported by a group of Ministers holding various roles such as Minister of War or Minister of the Interior, whose job it would be to execute the PM's vision for the alliance, maintain certain aspects of its operations, and make suggestions and raises problems they were having. The goal of this new structure was to remove the frustration from running the alliance and increase the speed with which we can react.

My proposal got a lot of support in the council forum, and after a few days of discussion, multiple CEOs started to call for a council meeting to be held to vote on it.

I am pleased to inform you that earlier this evening, the Council of CEOs voted unanimously to adopt my new proposed structure for the alliance. Every full member corporation in Majesta was present in order to vote except for Mother-Corp [URMOM].

A few minutes later, the Council also voted unanimously to make me the first Prime Minister of Majesta Empire, a grave duty and responsibility which I take very seriously.

As a result, I am forming a cabinet of ministers to fill positions in the new leadership structure. Some of these positions have already been filled. I will make a post soliciting candidates for the remaining positions in a few minutes. In the meantime, I strongly encourage everyone to read the new alliance structure thoroughly. New ME Leadership Structure - Enacted March 3, 2010

Majesta Empire Leadership Structure

NOTE: Only two people from the same corp can hold positions of PM or Minister at any given time. If there is difficulty in finding candidates the Council is empowered to vote on making an exception for a third person from the same corp for a particular position.

PRIME MINISTER (might need better title, but went with this for now since it's vaguely parliamentarian)

DUTIES:
* Holds executor position in Privy.
* Sets goals and strategic direction for the alliance
* Creates action plans for achieving those goals with the advice and input of the relevant cabinet ministers
* Carries out those plans by delegating tasks and authority to those who need it
* Primary diplomatic interface with the NC: is very active on coalition forums, in jabber. Responsible for giving the impression of an active, healthy ME.
* Informs membership of NC actions, plans, and ops.
* Mediates disputes between ME members
* Negotiates standings, rental agreements, and new corps joining
* Oversees the general health and operations of the alliance, including making sure that each of his cabinet ministers know what they are supposed to be doing and how they are supposed to do it.
* Maintains oversight and verifies that these tasks are being carried out.
* Backup for Minister of Revenue to make sure bills are paid

ELECTION: The Prime Minister is elected from a set of candidates by simple majority vote of the council of CEOs.

TERM LIMIT: The PM's term of office is 6 months from their being elected to office. With the first term starting in March, this means that ME will hold elections every March and September.

RE-ELECTION: There is no limit on the number of times the PM can run for re-election.

REPLACEMENT: There are limits to the PM's power. Any corp CEO can make a motion of no confidence in the PM. If 1/3rd of the Council of CEOs is in favor of the motion of no confidence, a vote on whether to remove the current seated PM is held. A 2/3rds majority is required to unseat the PM. If unseated, the Council must elect a new PM. The old PM steps down and cedes control of the alliance when the new PM announces that he or she is ready to assume office.

FORUM ACCESS: FULL

SALARY: None, this position is a 'labor of love'.

DEPUTY PRIME MINISTER

DUTIES:
* Designated backup for the PM. If the PM is unavailable during a time of crisis, the DPM assumes the full responsibilities of the PM position until the PM returns or the Council votes to remove the PM and a new PM election can be held, whichever happens first.
* Can be a sitting Minister.

FORUM ACCESS: Full
SALARY: None

PRIVY COUNCIL CABINET
Each of these positions requires the holder to have an alt in Privy Council, with roles appropriate to their duties. The PM, DPM, Minister of War and Minister of Public Affairs all have director roles in the Privy Council. Only the PM, DPM and those two ministers are able to make changes to alliance standings.

ELECTION: Cabinet ministers are appointed by the PM.

REPLACEMENT: Individual ministers can be rejected or voted out of office by the council of CEOs with a simple 51% majority vote. Ministers can also be fired on the spot by the PM for theft, gross incompetence or dereliction of duty.

SALARY: Each minister is paid a small monthly salary, set by vote of the Council. This amount has not yet been decided.

DEPUTIES: Each Minister is themselves empowered to appoint a deputy with roles in Privy appropriate to their station.

Minister of War (typically but not necessarily Fleet Admiral of ME Navy)
* Planning and execution of wars, at the direction and with the assent of the PM
* Organization of the navy
* Is empowered to call upon corps to deploy staging poses for military deployments
* Is empowered to call alliance combat CTAs

Ministers of the Interior x 2:
* Responsible for development of ME space
* Administers outposts

* Allocates corp systems
* Key goal is to maximize income for corps and the alliance while minimizing effort - decentralizing profit generation NOT making more work for themselves

NOTE: Yes, you read that right, two separate people hold this position. That's because it is too important to be entrusted to one person. They work together to make the magic happen and bring in the Minister of Logistics when needed.

* Responsible for transport of POS kits, sov-holding equipment, and other needed items from empire
* Responsible for moving products to empire for sale
* Keeps track of ME assets and maintains an evacuation plan in case we need to get alliance assets to empire
* Works closely with Minister of Interior to make sure they have what they need
* Is empowered to call upon corps to deploy poses in order to make logistics easier
* Is empowered to call alliance CTA logistic ops (freighters, jfs, rorquals, haulers, etc)

Minister of Revenue
* Handles buy and sell orders for the alliance.
* Coordinates shipping and receiving with Minister of Logistics
* Works with Ministers of the Interior to ensure Majesta remains within its budget
* Responsible for making sure sov and alliance bills are paid (shared with PM)
* Responsible for payout of PM and minister salaries

Minister of Security and Special Tasks
* Responsible for reviewing Privy Council transactions to make sure nothing is going missing
* Planning and executing counter-intelligence operations

* Otherwise free to help other ministers with their duties as needed

March 9th:

As you all know from reading Kespers' latest announcement that The NC has asked Majesta and RAGE to put on our big boy pants, take off the training wheels, and run a campaign like real grown up alliances that can go to the bathroom without help. We did a great job in Pure Blind and NC leadership thinks we're ready for the big time.

We're going to secure Geminate and make it a fertile ground for friendly alliances to move into. We are not going to take space there in the long term, just install friendlies and maybe take a few moons.

However, with the looming threat of IT and Atlas hitting the North, it is of utmost importance that we quickly clear the threat from Geminate, so that we minimize the number of hostile forces surrounding us in the coming days.

We will be staging from FDZ4-A. We will be doing trains but remember than FDZ- is easy to get to via JBS.

Alliance Update -- March 15, 2010

So we begin the second week of the Geminate campaign, which is in a bit of a lull right now as we regroup and consider how to proceed. More on that later, though. First, I want to bring you the news from around the Empire, starting with the...

Ministry Roundup:

Navy: Tounsi and the Navy have gotten the Geminate campaign kicked off; more about this in the Geminate section.

Interior: Mara and Lu have gotten down to business on the matter of developing our moon resources. They have identified some challenges right off the bat.:
- We don't have a good accounting of exactly what the alliance's expenses are in detail
- We don't have a single reference spreadsheet showing the location and value of our non-liquid assets
- The moon survey that we have (and the list of towers on those moons) appears to be a little bit inaccurate and is certainly out of date as far as towers are concerned

Lu and Mara are working together to solve these problems; additionally Mara has enlisted her corp to re-survey the moons of Vale and make sure the POS list is up to date. She's also taking steps to make it easier to tell how much fuel each corp needs to be contracted to run its alliance towers. Once all this information is collected, and we have an accurate and up to date picture of our exact expenses and assets, we can start planning things like expanding our reactions and figuring out how to distribute both work and income better.

Many thanks to Lu and Mara, as well as Mara's new deputy Dante Cirrus, for a lot of hard work and tedious research in figuring out where we are so that we can see where we need to go from here.

Logistics: Vinev has assumed the position of Logistics minister, ably assisted by someone with a little experience in the job - Rebnott Valeri. Vinev and Rebnott have both been working in this role for some time so I am delighted to have their experience.

Public Affairs: Has been working overtime on some interesting developments in Geminate as well as the usual wacky NC stuff. More on this later.

Misc. Alliance Notes:

Recruitment: Several months ago the Council agreed that Majesta should try to shoot for membership numbers reaching to 2000 both to better utilize our space with the new improvement capability, and also so that we can bring better numbers in fleets. I've been trying to help this along by finding attractive new corporations that bring a lot of activity and awesomeness, but the best way for Majesta to grow is for the existing corps to expand. That maintains our 'culture' better. I strongly encourage corps to actively recruit new players and especially PVPers. I have heard from some people that they find locating willing recruits difficult; please let me know if you are having problems finding people and would like suggestions on how to recruit effectively.

Supercapitals: We need more. Pandemic Legion showed the power of five titans versus an entire dread fleet last week, and there really wasn't much we could do against them on our own. For an alliance of our size we have shockingly few supercaps. In this day and age we can expect to go up against supercap-heavy alliances pretty often, which means that ME/RAGE basically cannot deploy caps without the support of MM and Razor (thus making it too risky for even PL to put titans on the field - but PL is crazy enough that they might just do it anyway). If you have suggestions on how we as an alliance can grow our supercapital fleet, please let me know; meanwhile I encourage corps who are building supercaps to expand their efforts, try to get more of their members in supercaps, and strongly consider building Titans that could conceivably be used in combat.

Non-Vale Towers:
Please, if you have a tower that isn't in Vale, and it gets reinforced, let the Navy know so they can post ops for it and let the NC know about it. Give us the tower type, fitting, and RF timer. Chances are, we can probably do something about it! The NC is happy to help defend our towers whether they are official 'alliance' towers or not. It doesn't matter if it's an alliance tower or not - we want to help, we want to get fights and we want to keep our enemies from getting kills. So please, if someone attacks your towers, let the Navy know.

Other notes: We've had some interest from PVP corps that are interested in joining, including one who are friends of perennial top killers PROST. Expect to see another trial corp or two appearing in the not too distant future.

FCs:
We need more. We only have a couple of regular EUTZ FCs right now, and none during USTZ as Mjed Mazga has lost Internet access for the foreseeable future. If you think you have what it takes to be an FC, please contact Tounsi or Tekai and let them know that you're interested. They are literally desperate to recruit more FCs who are willing to learn how to run big fleets and assume positions of leadership within the Navy. If you're think you're ready - or even if you don't but you're willing to learn and stretch yourself - apply today!

The NC:
The NC is back from Cloud Ring, and has chiefly been engaging ROL in Pure Blind as ROL continues to challenge MH for control of high-end moons in the region. When it's quiet in Pure Blind, MM and RZR have been throwing some pilots our way in Geminate. Which brings us to the part of the update you've all been waiting for…

Geminate:

I will be blunt: Pandemic Legion successfully stonewalled us in FDZ from Day 1. By incapping the H-5 -> 669 jump bridge and cutting off our ability to reship during that fight, they prevented us from getting a truly solid foothold in the system. While the bridge was repaired and put back online later that same day, we have not been able to gain system control as we would have liked. This isn't a huge surprise to us: PL are some of the best PVPers in the game, and while they are diminished, they till have deep pockets and a ton of mobile assets (read: titans) that far exceed what ME can bring to bear. We expected this to be hard.

As such, we had some VERY good fights with PL (along with a weird little four-way fight with them, White Noise, XIX and Darkside, with all four sides shooting at eachother on the same gate - awesome stuff \o/). Even with our capital losses to PL titans, we have acquitted ourselves pretty well. We've lost battlecruisers and battleships but they've been losing HACs, and that gets expensive. On the k:d ratio side our losses have been (with a few exceptions caused by excellent stealthbomber tactics on the PL side) pretty even as well.

It was unfortunately on the same day of the capital battle that there emerged some question within the NC leadership of just what our goals in Geminate should be. Originally our mandate was understood to be to kick out PL first if we could, then maybe think about evicting the Russians as well. This has rapidly shown to be impractical as it would require us to expend a lot of resources that would be better saved for the eventual conflict with IT, whenever it should happen to emerge. After some discussion with Vuk Lau (executor of Morsus Mihi and de facto leader of the NC) we decided to focus on a couple of things:

1) Build our skills - that means having fights and, yes, losing. Sometimes a lot. That's how you learn. We have an opportunity to take on the best PVPers in EVE right in our backyard, and PL is more than willing to give us ~good fights~. With the sort of numbers each side is bringing to bear (~200 on a side) it's not even HOPELESSLY laggy as it is in the 1000+ player fights. We're having to learn new tactics and adjust to the way PL fights. That's a good thing. It forces us to grow and teaches our FCs how to be better at what they do. Day 1 saw us go in BS-heavy like we did in Pure Blind, and we got kited around by HACs. Day 2 saw us bring sniper BCs that were better able to keep up with the HACs, and we acquitted ourselves way better, but then we had to deal with the stealthbomber gangs. And so on.

2) Do some diplomacy and lay the groundwork for friendly relations with smaller entities in Geminate. There are a lot of small alliances floating around up there, all of which are hostile to PL and the Russians, who want to be friends with us. We're not going to NAP them, they aren't going to join the NC, but we're in talks with an eye towards NIPping them - "we might roam you but we won't take your space". That way when the chips are down we have locals with whom we're friendly, whose names we know, who we can talk to. Balor Haliquin has been spearheading this effort, and has been doing a fine job of talking to the Geminate alliances as well as clearing all this with the NC leadership.

3) See if we can get some moons. Geminate doesn't have many good moons, and most of the ones there are are in Russian hands. Others are too far away to bother with. But we'll do what we can.

Things that we're NOT planning to do in Geminate:
* Take stations.
* Hold sovereignty.

Geminate is a security nightmare, and it has been decided that trying to actually hold this territory will just bleed the NC dry. So we're not even going to bother. Moons are another matter entirely.

Operations will continue, basing out of TVN. If you're an FC and you don't know what to do, grab me, Tounsi, Balor or Tekai and ask.

Other PVP News:

We need more FCs!
I already said this above, but I'll say it again. Tounsi, Kallasha and Ice can't do it all by themselves - we need more FCs and we need them to be willing to run big ops. Tounsi in particular is getting overworked again, and nobody likes it when Tounsi burns out.

Stealthbombers
We're also trying to get a stealthbomber wing of our own set up. You may have noticed a guy named Securitas Protector in alliance chat. He's the former CEO of Stealthfield, the merc corp that pioneered a lot of the modern stealthbomber tactics. I've asked him to help us start using bombers effectively, and give PL a reason to get a little nervous in their HAC blobs. Reimbursements
If you haven't yet requested reimbursement for a lost dread, carrier or logistics ship, please post in the relevant thread and I will send your reimbursement as soon as I can. I caught up on this yesterday so we shouldn't be missing too many.

Triumvirate
TRI has been sighted in the north once again, in and around the Forge. Whether this is a prelude to invasion as a spearhead for IT or they are just here because they heard we were having good fights with PL is not known at this time. We're keeping an eye on them.

In Conclusion: The TL;DR

We've taken some losses on the chin, but we're learning from it. We did suprisingly well given that we're taking on some of the best PVPers in the game. We've got a new plan of action for Geminate that will be rolled out in the next 24-48 hours. We're trying some new tactics. We need more FCs. We're resurveying Vale and getting a handle on our expenses. We have a new Logistics minister. Revenue hasn't been forgotten about, but I need to catch the people trying to get the job online and get them in a convo before I can announce a selection. Otherwise alliance operations are moving forward as normal.

PS. We need more FCs. Really. Seriously. Tounsi specifically asked me to mention this three times. So if you have any desire to do this at all, now is the time.

PS. the guy is mistaking PL for the JB incaps with SOLAR/RA who had 200 man fleet to meet them on the invasion day. PL has never, even in our prime-FOTM days of PB exceeded 130 in fleet and in Geminate we certainly never exceed 60-70.

Actually it was about "to secure Geminate and make it a fertile ground for friendly alliances to move into" but very rapidly switched to "~goodfites~" when they noticed the russians were actually willing to defend Geminate (PL is a pain in the ass too of course) and ME/RAGE are not up for the task.

Always start an invasion by hitting NPC station dwelling roaming alliances who have no interest in the actual space itself. This is a recipe for success.

I always assumed the "salary" for being in alliance leadership was skimming off the moon funds; I suppose these guys would prefer to harness the power of their ridiculous 'government', by submitting a bill to their galactic senate and allowing pork to build up as it was debated through multiple tiers of committees, until eventually the leader looking to profit had managed to earmark himself a Titan.

It's a nominal price for the time taken to do alliance business when they could be making isk. The exact amount is not yet fixed. It will probably end up being around a couple of hundred mil per month.

While this is true from planning/official capacity, there's yet to be a big fight with no RZR/MM pilots integrated into the RAGE/WI/ME fleets. You can check the KB battle reports if you like.

So the campain should really include MM/RZR from our side since we have ships dying to final blows to them with NC Gems on them and very few losses by them. I think to be fair, the % overall would be LOWER for us if we included MM in the current one and of course HIGHER if we excluded RZR. Hell, some of the carriers lost so far were to MM final blows with a single boom :P.

So the campain stats should really include RZR/MM to give a more complete view, since there'll always be 2-50 RZR/MM pilots involved in non-official capacity for "good fights" and whoring mails.

The thing is, it's not really going through the motions. The individuals involved are doing what they would be doing anyway; it's very much a labor of love for all of us. But even a piddly couple of hundred mil is enough to make a difference to the people involved - it's most of a PLEX, for instance. I had to balance the amount of isk so that it was enough to make a difference but not enough so that people would be clamoring for positions just because of the isk involved.

Since - as long as this hasn't changed - supercap production within ME used to be a corp-internal matter, an alliance minister position wouldn't make a difference. And there are "only" 4 people that can change every 6 months to disband and/or rob the alliance, so don't be so negative. :P

Confirming that this is still the case. I've also tried to put in enough redundancy to make sure our alliance bills get paid, Goons are not the only alliance that has happened to, you know.

Seems Swizz folks aren't always that reliable when it comes to accounting and financials, he?!

Anyways, I won't mock you as the rest for the structure and the post about it per se cuz I remember well enough if nothing else that's how the council likes to be fed. And to pick up on Kneipi's comment from eveger it seems to be an improvement. Nontheless with the potential rotation (since I got that there's no limitation on terms) of people holding the director role within METRP, I'd have my guts twisted to be honest.

How do you see potential rotation as a problem? I think a certain amount of director churn is inevitable as people become more or less active in any alliance. If all goes well (*knock on wood*) I hope our turnover won't be for any reason besides that.

On an unrelated note, someone needs to do an EVE parody video entitled "Men Who Stare At Gates". Cause that's what we're doing. A lot.

It's not the rotation per se but the rotation of people with direx/ceo role in the holding corp. The current model seems to encourage infiltration to get in such a position. For example the fact of having defined terms makes it easier to work towards that point than having to lurk, wait, and hope for someone to resigning/leaving in e.g. an oligarchic organised alliance.
I know PSE isn't really to practically inactive so I do understand there was a request for handing over the CEO position. I dunno though if it's the best idea to necessarily link the holding corp CEO role with the Prime Minister position from now on.

IMO if the elected PM really decides to fuck over the alliance, having CEO doesn't make that much difference.

Well I guess. The thing is if you're serious about doing a good job in those positions it can take an horrendous amount of your active play time - in which case why even make it an ISK amount and just say we'll pay your plexes and replace lost ships since the time you could've used to be self-supporting - you are giving to the alliance so fair is fair.

I get what you're trying to do - and I agree with the sentiment - just think pegging it to a small amount of ISK actually undervalues the service provided by committed individuals - and keeping them in-game and in ships PROVIDED they are doing their jobs well is a pretty paltry price when all is said and done. i have a similar program inside my corp - but I refuse to give ISK on principle. Skill books, plexes and what-not make more sense as they actually contribute to the member but ALSO contribute to corp/alliance capability.
