    I always find it fascinating how the most life threatening issues often come up from the smallest, most innocent moves. For instance, you could enjoy a meal at home, drop the dirty cutlery into the sink with the firm intention to clean it the day after, only to realize two weeks have passed and the kitchen is now inhabited by a new indigenous, hostile life-form derived from all the junk you forgot to wash during that time.
    The same shocking, and quite horrifying principles apply with ship balancing. Tweak things a little up, down, right, left and right again, then notice you are two years into the future and are now faced with a system that is in dire need of an overhaul. Identifying roots that need to be plucked out and preparing the soil for healthy balancing is a daunting task, but we now estimate to be in a proper position to give you a glimpse of things to come.
    Climbing your way up is a bumpy ride

    The first overhaul we are considering is to clean ship progression and skill requirements.
    We currently have four racial skill requirements for Frigates, Cruisers, Battleships and Capitals, while the Destroyer and Battlecruiser skills are totally generic. This creates a certain number of issues, such as:

    • For tech 1 ships, training the Destroyer or Battlecruiser skill allows you mastery over all racial variants, provided you have their respective Frigate / Cruiser skills trained to 3. That means 12 ships unlocked by the Battlecruiser skill, for instance.


    • For tech 2 ships, it creates an overcomplicated nest of skill requirements, as you need both the Cruiser and Battlecruiser skills to 5 to train for a Command Ship for example.


    • It also impacts progression as a whole, as the Destroyer and Battlecruiser skills are not required to move into the upper classes at all. Training Battleships requires racial Cruiser at 4, not Battlecruiser.

    As such, we want to streamline ship training by implementing the changes below:

    • Split Destroyers and Battlecruisers skills into 4 racial variants, and turn them into requirements for training upper classes. Amarr Battleship would now require Amarr Battlecruiser at 4.


    • Cut needless requirements for tech 2 ships across classes. Tech 2 philosophy is all about specializing into a specific hull and role, thus, requiring players to train for Assault Ships, then Heavy Assault Ships when aiming for Field Command Ships, is quite redundant.


    • Increase progression consistency by ensuring all navy ships and entry requirement for upper classes have a skill level 4 requirement, while tech 2 has a level 5 requirement. For example, that means lowering the Covetor's Mining Barge requirement from 5 to 4, but also reducing Battleship requirement from 5 to 4 for capitals.

    New ship progression:

    To sum up, this means that tech 1 sub-capital vessels would take a bit longer to train for (from 9 to 17 days for Battleships for instance), capitals would be less time consuming (30 days faster) and tech 2 ships like Interdictors and Command Ships would require 14-20 less days to train for.
    If and when such changes occur, we would remove the generic Destroyer and Battlecruiser skills, reimburse the skill points (and possibly the cost) not to penalize players. Due to the way nested requirements work, it would also mean pilots would not need to re-train anything to fly Battleships or Cruisers. All of this is work in progress of course and subject to change, especially since we are still discussing skill reimbursement options.
    However, reducing training requirements for various ship classes is not a side-effect we are necessarily happy with. That is why we want to introduce new skills, tied with the new concept of ship lines.
    Stating the not so obvious

    To understand what ships lines are all about, let’s recap the four theoretical factors that sort ships out:

    • Size, fairly straightforward for being the most evident to grasp. Size impacts on module fitting requirements, mobility, replacement costs, required player experience, play session length.



    • Tech, which impacts ship performance, and roles. Tech 1 is the reference in ship balancing, while faction ships (navy and pirate variants) are most often plain improvements, tech 2 offer a specialized purpose and tech 3 give opportunities for generalization.



    • Tiers, mainly used for tech 1 and faction ships. In each class, it influences how many slots, hitpoints, fitting options a ship has next to others, and is theoretically used as a progression system for players climbing up sizes.


    • Manufacturers, tech 2 schools that specialize in specific roles, like missiles for Khanid or sniping for Ishukone.

    Combinining all these elements, we arrive at the following ship trees:

    In practice however, after assessing ship slots, EHP, speed, fitting potential and role overlap, we estimate almost half of our currently available ships to have suboptimal use, or are just be plain not worth it at all for pilots looking to min-max.
    There are many reasons for that, one is due to the way we balance ships according to the tier system. Indeed, because the tier system dictates raw slots and hit points, it directly impacts ship performance, and thus affects balance. This is most obvious with the tier 1 versus tier 2 battlecruiser comparison, or even with the cruiser class as a whole. Battleship hulls, for having comparatively more base slots to play with, are less affected by this problem than their smaller counterparts.
    Introducing ship lines

    That is why we want to remove ship tiers altogether, then refocus our balancing philosophy to be based on role. That means finding common themes, or lines that fit ships with the same purpose, then adjusting slot layout, HP and fittings within each class to support this goal.

    • Combat ships: designed for direct fights, such vessels are usually found spar heading an attack force, or sniping from long range. Have great damage and defense, but poor mobility. A good representation would be 18th century "ships of the line". EVE examples: Abaddon, Rokh, Hyperion, Maelstrom, Ferox, Maller.


    • Attack vessels: Made for hit and run assault, or flanking opportunities. Have great damage and mobility, but average defense. Similar in role with cavalry. EVE examples: Armageddon, Megathron, Tempest, Oracle, Thorax, Hurricane, Dominix, Myrmidon.


    • Bombardment ships: provide heavy fire support to pin the enemy down with constant barrage of ordnance. Have great damage and range, average defense and mobility. Can be compared to artillery. EVE examples: Raven, Drake, caracal.


    • Support vessels: mainly focused on assisting a friendly force, or disrupting an enemy fleet. Have average damage, poor defense, average mobility. Electronic warfare is the prime illustration of this line. EVE examples: Scorpion, Blackbird, Celestis, Arbitrator.


    • Industrial ships: provide the mining and logistic backbone to replace military losses and cover operating costs. Poor offense, average defense and poor mobility. An Oil platform is a fairly accurate depiction of industrial ships . EVE examples: Covetor, Orca, Rorqual, Iteron V.

    The advantages of such approach are multiple:

    • As said above, ships that desperately need slots or EHP to fulfill their role will get them.


    • Removing the tier system makes it significantly easier for us to balance ships, as there is no more artificial barrier dictating ship attributes within the same class.


    • It groups vessels into easily identifiable lines for each race and allow us to add new skills to support them. That is the purpose of the ship line skills mentioned above, which could further boost respective advantages. Combat ship line skills could give a bonus to defense, while attack ship skills benefit offense and mobility for example.


    • This opens up possibilities in terms of new ships. For example, why does the Amarr drone and tracking disruption line ends with the Arbitrator? Or the Gallente drone and dampening abilities stop with the Exequror? Can’t Minmatar use short range missile platforms to make use of that target painting bonus?

    Paving the way for the future

    So, how does all that affect you? Starting with EVE Online: Inferno, we will begin revamping ship classes one after the other, making sure obsolete hulls serve a purpose. This is still in the research phase and constructive feedback is most appreciated while we wait for the next ship balancing blog to come out, dedicated to how such changes will impact the Amarr Empire fleet.

    Oh god. will I really have to retrain for ships I can already fly?
    [Arrador] possesses a considerable understanding of ship configurations, strengths and weakness. He gives clear and purposeful instructions, is good at taking advantage of the fleet-composition he's dealt, and never loses sight of the main goal: fun. This, paired with an excellent tolerance for strong drink gives him an almost Churchillian capability to win, despite being completely pissed on booze most of the fleet operation.

    I don't like splitting up battlecruisers and destroyers, if anything they should turn t1 skills all purpose if they want to reduce the amount of shit you need to train.

    There is nothing in this devblog at all about balancing between ship size classes. Getting rid of a tier system is a good first start, but CCP also has to carefully rebalance ship size classes.

    Frigs, generally the most fun ship size class in Eve-Online, suck. High mobility lost a lot of value with the introduction of warp-to-zero and on-grid probing a few years ago. Somehow, CCP has to make it so the valiant Condor or Breacher isn't so worthless anymore.

    I also don't like the role stuff - this pigeon holes ship fits into something predictable and boring.

    They really need to keep their current trend going and be very fucking careful how they release this. I think though, they are on the right path. just with a swing and a miss to some of the changes.

    Skilling Racial Destroyer to 5 just to get one ship will suck for the newbies, especially if they choose the wrong one out of ignorance. Should probably just have Nelson.wav playing when you ding anything except Minmatar.

    Another arbitrary SP sink to fly ships we could already fly. So when they refund SPs and turn Destroyer and Battlecruiser into racial skills, I'll have to pick which Battleships I want to fly on day one and train up the Battlecruiser skills for the rest? Fucking great.

    On the other hand, I'm looking forward to seeing Ferox/Prophesy get sweet buffs to bring them in line with Drakes/Harbingers.

    Seconding this, the sabre is the only one worth training into for its own sake. They really ought to go for a field/fleet dictor for each race. Field dictors are basically what the sabre is now, fleet dictors are like that joke probing heretic fit only you don't need 3 co-pros to fit it, so like, extra CPU or maybe just a CPU reduction for sphere launchers. And maybe fleet dictors get a sigradius bonus or something.

    Alternately they could give me laser bonuses for the heretic for fuck's sake.

    None of this actually changes any of the ships though, they're still exactly the same, its just CCP telling you you should use X ship for Y role, but most of EVE has already figured out what each ship does already and changing the skill path isn't going to change how these ships actually fly.

    So this isnt a ship rebalance, not yet anyway.

    That said, I like that capitals need racial BS 5, and i like that destroyers and battlecruisers aren't racial. Why would you split the battlecruiser skill up but not the recon / HAC / HIC skill up? It'd be a GIANT pain in the ass if you had to, but i don't understand why they feel battlecruisers and destroyers need to be split.

    I do have to say that I like the current system because there's role flexibility. The Arbitrator doesn't have a well-defined role, true, but it can do a variety of things well. CCP apparently wants to get rid of this in favor of having the Arbitrator be attack or support, not whatever you'd prefer it to be.

    Then again, some ships with no respectable role (like most T1 BCs) could definitely use a role buff.

    Flying it vs having the racial skills to 5 are very different things.

    Are they going to give current BC5 users all 4 racials to 5? Shouldn't that be made clear? I know it's the CCP Way® to announce something in an extremely vague way, then respond to our questions about it in another vague way, then continue doing so in a loop when it would be dead simple to just make a clear announcement in the first place, but seriously....

    Not so much for Dictors - there's only one really useful Dictor anyway, so turning Destroyers 5 into Minmatar Destroyers 5 won't be a huge loss for me. On the other hand, needing Gallente, Minmatar, Caldari and Amarr Battlecruisers to 4 to fly the appropriate BS when I only have generic Battlecruisers 4 means 3 x 5 days of extra training, which is a serious SP sink.

    I really hope they do give me back my Battlecruisers + Destroyers SP x 4 so that I can have all the racial skills, but something tells me they won't do this.

    Being able to fly a few dictors is useful as hell when you're deployed to the ass-end of some region with a shitty market.

    I remember the first time I saw velonad losing dictors that had tanked 160k~, a sabre and a flycatcher iirc. Shit was really awesome.

    I will be honest by saying this is due to my own failure here, please do not blame CCP, or any other employee on that matter. I just plainly and simply forgot to include them in the feedback process; I know that sounds incredibly stupid, unbelievable or even naive, but you have to realize that between various work duties, procedures that have to be followed, internal meetings and reviews, random design emergencies, questions that pop-up from your team, plus being split into different projects that have to be finished in time, you are bound to forget things in the heat of the moment for being tremendously busy.

    I will not attempt to justify myself however, this was a professional blunder on top of showing a serious lack of courtesy toward them as individuals, but also as elected representatives of the player base.

    Yes, I do fully acknowledge the value they could have brought to this blog before it was released. Trust me, had I remembered about it, this would have been done as it would have saved a lot of confusion here [ops].

    That is why, not only as a CCP employee, but also as an individual, I would sincerely like to apologize to every and each member of the CSM I forgot to include here. CSM, feel free to smack me in the back of my head during Fanfest to remind me that being absent-minded has life threatening, rage inducing consequences that should be avoided at all costs.

    I use a half decent 3 bubble heretic setup on which I use for our ops. and with eris for armour tanking and flycatcher for shield tanking(both AB Fit) and the sabre is more the small gang/jack of all trade , I dont see why interdictors are "buhu not balanced".'

    I might be old, but I dont see much point of rebalancing "tiers" whatever ccp is trying to do now VOV

    It's more at the solo/small gang level, where the Sabre wins out on being able to rape a lot of things (though not Thrashers anymore, heh) and apply meaningful DPS. For fleet work, they are all roughly balanced, with the Sabre losing out because it costs so fucking much compared to the other three and arguably having the worst double bubble fit of them all.

    If nothing else, it should cause a metagame shakeup that means a whole lot of new, viable setups clashing together in unpredictable ways. I'm personally excited for it.

    If they are making capitals only battleship 4 then they should have some sort of penalty for not having 5, e.g. a dreadnaught will have 15% less damage

    CCP will just smash the current progression flow in a terrible unforeseeable way, leaving a ton of broken stuff and unhappy players.

    Then they will fix it ~ 18 Months ~ later.

    (I'm not hoping for that but its what I expect to happen )

    Also BS 4 for caps means I will be able to fly a overpowered Moros sooner, so looking forward to that.

    I've heard a lot of whining from my corpies how they're "making it too easy to get into capitals" with only BS 4 required, but I'm skeptical. I think it's the cost of Adv. Spaceship Command, Capital Ships, Captial Books, and the hull itself that make capitals hard to get into. That one 40 day train isn't gonna magically make Goons start dropping 500 Dreads everywhere. And if they do start to do so, it'll just happen 40 days sooner. vOv

    I think thats the problem. In theory, its good they are saying 'if you can fly it now, you still can', but in practice there is going to be some really wierd skill layouts that makes them a liar. For those with Destroyer/BC 5, I reckon they are likely already on the case with that, as its a fairly obvious problem to avoid. It will be characters without either of those skills that might throw the curve (supercap holding alt, despite having Amarr battleship 5, suddenly cant inject their Titan skill because they never picked up Destoyer or Battlecruiser).

    In general, I'm a fan of tidying up the ship trees a bit, and I'm not really against making Destroyers and BC skills factional (despite the fact i have literally only undocked a destroyer once before ignoring the ship class altogether). I'm definitly a fan of balancing abandoned and useless ships by binning the tier system (come back to me my dear Ferox). And hell, the ideas of them filling the gaps in the other races line-ups where the role is only really held by one race (I wonder what will go in the 'bombardment' category alongside all those Caldari missile boats, and its about time we saw the Scorpions counterparts). I just have this horrid feeling they will it as usual, and leave lots of annoyed people training skills to get back to where they were.

    stevie it's more like bitter complaining about ccp's historic inability to even pick their nose correctly, let alone change things that could turn into a fuckup of swg proportions. i don't really see a problem as long as i don't have to train to fly ships i already can. as far as caps, fuck yeah more dreads is a good thing cause a. we build them and b. hot dread on dread action is awesome and there needs to be more of it.

    At first I thought they where removing the different racial skills for classes and doing the same as destroyer/BC and doing a main skill for race. Since I don't really see the benefit of what they are doing. Guess this is a sign i need sleep.
