Well, that's the rub. if you burn and purge Delve, querious, and period basis, from where will the goodfights come? -A- won't fight even if you burn Catch, they just retreat to Stain and wait for you to leave. Nulli is the only entity that actually apparently likes flying spaceships in Eve, but you are purging them from the region. If their alliance survives, where will they fight with you?
Seleene's blog about the CSM summit pretty well verified a tech nerf for this Winter. What exactly that tech nerf looks like is unknown, I'm not sure if CCP even knows at this point. And it is of course always possible that CCP decides that the tech nerf can't make it into this winters expansion.
Test has repeatedly made bets on a tech nerf and been burned, so I have little doubt we will get burned again. With that said, we are willing to hold onto this space for quite some time to ensure that we are in a good position it it ever does come.

If the CFC goes back to their homes they will fight TEST+PL. But they clearly won't fight the entire CFC. This is way down the line though; Mittani was pretty clear in his intentions to sweep these three regions and then attack AAA space. He didn't say we would take it; just that we would be there.

There's more space than there are people who want it. Only reason why trash alliances like -A- and Nulli are able to retain sov at all.
Can we make a point of killing RA until the alliance actually dies this time? At this point they're an insult to the RA or old and the name needs to rest. I know this has historically been futile but one cannot believe that enough of the RA oldguarde are still around to keep them alive.
