It did benefit Brick in some extent. They actively used this to leverage -A- bloc alliances that live in Delve or near by to join them in the fight against evil scheming goonies. And as a by product gather more troops to possibly purge us out of Delve.

If the goal is to make Delve into small-medium gang pvp haven this seems to have the exact opposite effect.

Regardless GSF was rebuilt under the shadow of NC extensive blue list after goonswarm died and the period nobody fucked with you because of that wasn't brief (speaking of full ally restructuring and generation swap).
