The NC existed before the Technetium changes and it'll exist after the Tech balances land, whever CCP gets around to that. Tech is an alliance-level resource. Maybe a corp here and there gets a moon based on whatever standards the alliance uses for doling out resources, but for Joe Member, his money comes from faction, deadspace and officer shit. Anyone can find a ship/weapon combo that makes ratting 3x1.8m belt spawns easy in whichever region you're in (caveat: drone regions), but inspiring Joe Member to stand up and defend his space when he's not earning shit on the faction spawns (i.e. Serpentis) is difficult at best, impossible at worst.

Now, tell little Rusty, the valiant Gurista ratter that was able to tank his first 6/10 at 2 months into EVE in his shiny Drake Class Battle Cruiser that his endless moneypit of high demand faction items goes away unless he puts in some time on the line and he's more apt to see the value in it, especially if he's less than 3 months into EVE and already on to buying PLEXes with ISK for subscription time.
