Every alliance has some chill dudes in it so the idea of blueing people merely because they're cool quickly begins to spiral out of control as this groups seems cool, and then this group, and these guys over here and these ones too. It's like out cultural identity is being watered down with 'chill' but ultimately unremarkable pubbies. We talk about shitting in people's cheerios (and we do do this a lot) but the more people we blue less we have to shit on. 401k and THORN are terrible faggots who I'd much rather stomp all over and shit on instead of having that extra two dozen dudes in fleet. That and they have terrible history with us and our brother goons.

In an ideal world TEST would bring in more entities like Tribal Band whose ideology matches TEST much better. Unfortunately there is a limited of new players/null-sec virgins to work with. The only other real solution is to bring in entities like THORN and 4O1k and try to mould them into the HBC 'ethos' (I feel dirty for using a word like ethos to describe internet space politics).

TRIBE's kinda still trying to find it's own identity. The 99% side of things definitely fits with TEST, the TASHA end of things is probably a little more reluctant but they're getting there.
For example, there was a very minor controversy about some guy tried to pull a rental scam on someone (and eventually, through guilt or whatever reason, gave the guy his ISK back). Like 80% of the people in the alliance supported the guy and even said he never should have given the ISK back but like 20% were all uptight about bringing dishonour and disrepute to the alliance etc etc.
So there's some growing pains but I think it's still a good partnership between 99% and TASHA and between TRIBE and TEST.

AFAIK, TEST doesn't get any money from its pets (aside from saving whatever money on sov they give out). I don't think at the moment anyone's really hurting for people to shoot at.
The hordes of invaders in Querious being the obvious target, but down in Period Basis we're getting roamed/camped pretty regularly by the remnants of Vera Cruz and ROL/SE/c0ven. I'd imagine there's a decent amount of action in Delve as well (Fountain might be admittedly a bit out of the way, but not much, and most TESTies aren't there atm anyway)

Oh, and about Viking, someone bought them up somewhere here, I'd like to share my experience with them from when they were ROMANIAN-LEGION's renters in Period Basis.
Everyone just kind of thought they were pretty carebear-y and I don't recall them interacting with us much (there was enough language issues in that alliance without throwing German into the mix)
Then there was a point where R-L decided it didn't want/need renters anymore and it offered all of its renters as fair a deal as they could get - all the corps above some limit (like, 30 people IIRC) could join R-L no strings attached in exchange for peacefully handing over their space.
Viking didn't much like that and decided, for whatever reason, to fight an unwinnable war against their own damn landlords and actually 'fight' for 'their' space. They were promptly kicked out of the region.
So, yeah. After that, IIRC, they went to rent from the Russians over in Wicked Creek for a bit.

All reimbursement from now until further notice (read: hopefully end of major war or until we have a larger secured alliance income) we are making a slight modification to the reimbursement policy to stretch our isk as far as possible and still be able to pay our massive sov bills.
So, We will reimburse major stratops (sov defense, TEST defense fleets, etc) This does not include random roams or any non-reimbursable TEST fleets. This is only for major timers, major sov defense, and any POS/Station/Hub timers.
For now, we can only reimburse 2 shiptypes:
(40mil isk) PERMA MWD Drake (T1 launchers are fine, but rest of fit needs to be alliance specs found here
(120mil isk) MWD SCIMITAR (Found Here)
These fits will be checked and you may receive a lower reimbursement or none at all if the fit it too far altered from the one's spec'd here.
Please follow the instructions on applying for reimbursement as stated in the big yellow box above. If you can post the jabber ping if in a TEST fleet this would also be greatly helpful.
All other reimbursements applied for before this post will be honored. Hopefully once the war dies down and/or we secure more income for the alliance we can re-instate the original Reimbursement plan.

I dunno what your issue is. We've shown up to stratops, not caused any drama, and things have been totally pleasant. Also Concordiat is a major reason the TASHA component of TRIBE is in nullsec in the first place, since I initiated the diplo work with Montolio and convinced TASHA leadership it'd be a brilliant idea to move to NPC Fountain.
You also gotta remember there's 2 Concordiats. The one in THORN has very little to do with me anymore, so them joining really shouldn't be an issue even if you hate my guts.
