I think that more likely Solar would strike deeper into vale/gem while NCdot is getting shit from all sides. Not that they have any care to help the goons, but that they have made it clear they want to keep the cache>geminate>forge logistics route available to them, plus milking some tech love before the winter nerf couldn't hurt.
