TEST gets Delve, Period Basis and Querious with various folks (Goons, 99%, TASHA, other random fucks) getting constellations here and there. Not a bad idea to install XIX on the border, they are certainly familiar with the area, provide a moontime timezone coverage, and (assuming any remain) are decent pvpers. Not sure how they survived after their fall from grace, but I recall they used to have a pretty big super fleet.

The size of the space does mean that we would need more folks in the space for it to get properly used/defended/not having TEST foot all the sov bills. I would say that the HBC could indeed be grown as its own coalition, seperate from the CFC, which it currently is.
TASHA, 99 and PL are all HBC members, and they are not blue to the CFC outside of this campaign. The two entities are entirely different. HBC is not a "mini-coalition within the CFC."

TEST isn't giving all of Fountain away, the regions as a whole are still going to fall under TEST's control (i.e. BDEAL, Executive Outcomes, ESG, C0nvicted, etc) but entities are free to have space at Montolio's discretion.
