The real question, in my mind anyway, is this: if Mittens were to install TEST in Tribute making them equally space rich, what would happen to Fountain? Would TEST just drop sov and who ever gets it, gets it with an immediate hard reset of any current residents there because there's no reason to be blue to people who live on the opposite end of EVE?

Well, geographically it would be great to have TEST in Tribute. The entire CFC is in one nice tight ball, that's even more tech territory, shipping lanes from Branch/Tenal with easy access to empire close to Jita. I have no idea what would be done with Fountain; it's a pretty good region. I'm sure the 99 Percent would go wherever TEST goes. EXE could be given territory in one of the northern regions, or just keep part of fountain. I guess maybe friendly russians now lacking a home (Death) could be moved there to be alongside their RA friends.
The only real problem is that you lose access to Delve, which is typically a pretty great region to go fuck around in.

The point is that saying "It's too easy to get into a fight" leads to a slippery slope where there are no fights. You have massive empires not because it's too easy for too many people to cross the map, but because there aren't enough people to contest the space; there's too much to go around and most of it is garbage. The last round of changes to increase population density in 0.0 - the anom buffs - were a flop that basically just boosted botting, especially once incursions rolled around.
And like I said, there's little to actually fight over, because little is worth the effort either to attack or defend. Tech moons grant the holder enough isk to make them worth striving for; plat moons, for instance, don't, so you don't see gangs trying to conquer and hold random plats. People bitch about the power holding Tech gets you, but it's about the only thing worth fighting over at an alliance level, and the only thing worth taking that might pay for the fleet lost to get it.
As we've seen in the south and east, sov itself is irrelevant in the short term if the aggressor can't move anyone in to use it, so a berserker challenging your sov PL-style can be ignored till they go away. POCOs are dirt-cheap and POCO mechanics dicked up such that defending a threatened POCO isn't worth putting a fleet together over, and profiting over POCO'ing a hostile tower unlikely if not impossible. Destructible stations provide no profit benefit at all for the aggressor, and don't really sound like they'll bother the defender much (it's a smaller version of the sov problem above.) If you want to drive conflict you need to put things in 0.0 to fight over - not in the "shit we need to hold this or we'll be limping penniless back to Syndicate" sense, but in the "shit if we can just hold this for a week or two more we'll be rich as Croesus and/or masters of the universe" sense - but until CCP gets over their "Highsec must be relevant as something other than a newbie zone" hangup, that's unlikely to happen.
