It applies to the entire education system, both public and private. Depending on what age you attended school, the Key Stage system might not have been around when you were a youngster.

Yh - he is probably confusing the KS3 curriculum (which only applies to state schools) and the term KS3 itself. It isn't a formal section of secondary school, it is merely a common term to describe which section of schooling you are in. My primary school was state-owned, and they used the keystage terms, I'm now in a private education and teachers use the keystage terms also.
