Maybe change the language on the report page? The current language seems to to only indicate it's to be used for spam and other NSFW types post.
And upon further investigation, it looks like you guys have tweaked the language on the report page from what I remember it.

I can only assume this is due to many complaints from people about said gas ops. So they log in, infract some of the morons fueling the fire, and then say "job well done". Like was said above, they can only infract posts that are reported, if people dont use the report post function they wont see it. It's literally impossible to keep up with every thread on this site 24/7

No it isn't, just get more moderators that are active. Maybe not moderators, you could create a role that is below a moderator that is given to players with say 1000+ posts and a high R/P. Slightly less power but still the ability to still keep a thread on the rails.
Inconsistent modding over time because the modders themselves are either burning out or doing other things IRL is not the same as inconsistent modding based on the infracting poster's in-game allegiance. It's good to avoid both but the latter is active forums poison while the former is merely irritating.
E: giving protomod powers to people with high rep and rep/post will just lead to certain groups circlejerking specific people into power and then slamming others down. Basically, whatever change you're thinking of making, you have to say "How can I abuse this?" and then assume the worst case.

I have a few ideas...

This would solve a whole wealth of problems, by stemming any circlejerking (the only people then who could circlejerk would be people who actually arrange circlejerks externally, and they are not be ostracised, but pitied (by the by don't look at the Zulu Squad group's "How to take over the Forum with Circlejerking in One Easy Step!" discussion :frogstare: )), and by protecting people's super important rep points from retaliatory revenge negreps (yes, it happens), allowing people to more freely express their disapproval of posts without fear of backlash, even and especially when they are criticising someone with high rep power.
Beyond that, I can't see any solely constructive measures you could take to overhaul the rep system. A reset of rep points might be a necessary prerequisite to the above change, but it might not - but I'll say that anything that drives more people to generate more content can only be good. This stance might seem hypocritical coming from a
circlejerking, low-content shitposter who has been called out as such (hi db t you have offended me I shall revenge myself), but I for one would honestly rather receive 20 negreps calling me out as a vapid rep-whore than 20 people who find my latest pun hilarious (although It's nice to get recognition for my hard-worked puns), because then at least I can see the flurry of red marks expressing distaste for said post and think "hold on, this is a bad post. Why is this a bad post? What can I do to stop making bad posts such as this?". THIS is when the rep system works as intended, when it is being used as a metric of how good a post is, rather than how good the poster is (at least how good they are at making friends).[/spoiler]

This would go some way to alleviate the volume of sperg leaking onto the forum (hell I should re-read it more often). This same approach could also be taken when a user reaches a certain number of Infarctions or negreps in a short period of time (hell, you could even set the number of infarctions needed to trigger this to "One"), if it's not too tricky to code. Unfortunately, making people read an (admittedly well crafted) introductory essay could be akin to an End User License Agreement (problem being ; no-one reads the fucking things) but I'd argue that if you don't want to read a forum post, why are you making an account on Kugutsumen Dot Com : An Internet Forum about EVE Online?[/spoiler]

I'd like to add my support of the removal of the influence of post count on rep power, but not of reg date - old timers need something to make them feel special, whereas encouraging people to follow my example and cram 4,000 + posts into a single year (what am I doing with my time) is not something anyone wants. I'd also like to add that I could think of worse moderators than DurrHurrDurr, who, despite his reputation in EVE and his... vibrancy on the CFC's VoIP servers, is a level-headed "Gudpoaster" on this forum.

I'd say the rep system is pretty much working as intended.
I've had fun with this account, pissed a few folks off, made some others laugh, and the rep feedback let me know when the use-by date on the gimmick was up.
People who don't learn from their negative feedback earn themselves red bars, and rightly so. What is less noticeable are the people whose posting improves with time because they are paying attention.

I think vast improvements could be made to the forum by disallowing riverini use the psyduck emote.
SDF is a bit more prominent now, of course it becomes slightly redundant when people get their EOU threads moved there in an attempt to hide under the cover of moderation.
For smaller improvements I really like this, I still have no idea what the name colors mean in the slightest.
I think you should be able to see who had given you a plus rep, I get a warm feeling when I am Agathor'd, I think it would be a really good idea to hide name of neg reps though it would take away the backlash available to high power posters and there somewhat invisiblility

It is just post count, although some people were given the freedom to change theirs at will, or had a mod change it for them.
The rep system hasn't been changed since then. Name colors are based upon user groups. Admins are purple because that's my favorite color.

I don't know if this has been posted before (if it has, sorry, I'll see myself out) but why not make reps disappear after a certain amount of time? It would help get some of the newer posters who post tons of content to the level that some of the older posters who don't post nearly as much content. I feel like there's a tendency to just stop trying with most of your posts after a certain rep level. Imo people who used to be amazing posters shouldn't be considered better than some of the newer posters who actually are posting content and contributing now.
Another thing it could fix would be the situation where if I post something from a new guy's point of view or just something that differs from the usual Kugu opinion, I won't get negrepped into oblivion because the older users with more rep don't agree with me. Even if the newer users agree with it, I'll still end up red because of the rep superstars on the forum.
Anyway, just my 2 cents on this, I almost never post here but I've been reading the forums for around half a year, maybe more now.
Some times a quote, or a jpeg or a video clip can be a perfect response. I would rather see a few content free posts than worry about being infracted because a mod has a different idea of what constitutes 'content'

What you guys are doing now seems fine to me. I got a warning because I did one of those "You cannot rep X because you must spread around rep blah blah" posts, and it was a justified warning.
I think the moderation level is just right, overmoderation will kill a forum community much faster than a handful of shitposters will, in my experience.
