Indeed. To be a little more precise it's likely that people who adopt undesirable belief systems aren't able to properly understand social interactions. Jokes made at the expense of a social taboo seem to those people to prove the taboo to be weaker than it actually is, leading to entrenchment of their positions - "These guys are laughing about niggers", think the racist, "clearly everyone would share my attitudes if only they were brave enough to admit it".
More worryingly this same cycle is a direct driver of sexual assaults. Rape jokes, slut shaming and sharing sexual materials without consent of the subject are all forms of rape culture which lead the impressionable to believe that rape is much more common and accepted than is the case.
