Realistically never. Dark Glitter was previously better and is still, at least at current non-peak-but-still-inflated prices, comparable to blue ice and nobody of note mines because of it. In terms of isk/hr versus ratting, the price would need to go 2-3x its current price before solo mining would make more sense than belt ratting. The only real advantage it has is that it scales better once you get beyond 3 or 4 accounts, but at that point you're talking plex-team/bot army levels of isk/SP/effort invested so it's debatable whether that's even a fair comparison.
While I don't doubt the power of tech money, I'd argue that CCP has already taken a pretty clear stance on whether or not they'll allow this to happen.
Someone is trying to halt the spike, they have 3 million+ units for sale exactly .01 isk above the highest buy order (either that or they are trying to fool some badly written bots into underbidding their order to get a discount sale.)
It'll come. The funny bit is a few NPC guys saying that we're botting it up in ice belts, that all the orders are goon orders (and "looks like market bots... hmm..."), that we've just impacted "a handful" of people with this, and "Unless the sold/bought quantities resume to pre-interdiction levels, the price alone really means very little". And let's not forget the guy saying that you'd now be MUCH safer once you've paid the 250m protection fee. I can only hope he's actually a goon trolling.

Doesn't have to wreck it to have a huge impact. carbides are more painful to run with non-gallente, and gallente caps are still dependent on oxytopes. I also doubt you'll find a supercarrier or titan pilot who'll want to say "meh I'll just not hotdrop today, the fuel bill is so huge" willingly.
Oxy is going up, short of finding 20m units to dump daily into buys, of which probability is low.
If you mean "wrecking the entire EVE economy" as in "cause it to grind to a complete and utter halt", then yes, that'd be overambitious. The effect so far, however, is make people do more POS work pr month, and deployment of gallente carriers, dreads, supercarriers, titans, JFs and rorquals are currently not as affected, but if we keep up the interdiction then sooner or later eve will run out of oxytopes in its entirety, and that means a whole race of capitals are useless, and suddenly mining for oxytopes in 0.0 becomes a potentially strategically important task. Something which hasn't been the case for ... well, years.

All the prices have spiked up as people try to look into the mind of the Mittani for what he will do next, and well as we all know that way leads to madness...
They may have spiked a week or two after the oxytopes began getting raped, but all of them have gone back to the old levels. In fact, the only tope which hasn't done that is nitrogen isotopes, which is actually 10 isk/unit lower than before the interdiction.

So not really on topic, but market nonetheless. Can people smarter than I explain to me why Plexs have jumped 100mil in 3wks? Numbers sold has held constant while supply has increased which doesn't make sense for an upturn in price.

PI, and by proxy every T2/POS reliant item, is getting more expensive due to speculation. All else held constant, it won't go back down if the speculators are correct (they are) as isk is effectively worth less.
Plex goes up when the game is eating shit.
Buyers: "this game blows. I'm not gonna pay cash for it, but I might as well buy plex with all this excess isk im not using and train while playing bf3 and hoping eve gets good again"
Sellers: "this game blows. I'm not gonna pay x hundred dollars to top off my nyx purchasing fund for a shitty game"
I'd assume that the Incursions tossing Isk everywhere have something to do with it as well, but can't be sure.
