mmm true. However, 'deserves' requires judgement. The government would them be a consequence on the people for some action they partook in. Judgments become a messy thing for me, as I cannot consider all of the factors without bias. I suppose I would have to find someone wiser then I to validate the claim that they got what they deserved.
