Moon scanning, not even once!
And besides, who's best positioned to benefit from that anyway. Johnny USTZ's 60 man corp or one of the megacoalitions with hundreds of dudes who scored a 49 on their AQ tests.
If they were to transform Spodumain into low-end mineral filler while keeping in mind the consumption ratios and the fact it's a nullsec ore, it would have to refine into 60,000 Tritanium, 15,000 Pyerite, 3,625 Mexallon and 140 Megacyte per batch. Double the amounts if they took out the Megacyte, which I would not recommend though as that could seriously screw with Megacyte's availability.
The refine amounts may seem crazy, but that is due to Veldspar and Spodumain having very different volumes (1 Veldspar takes 0.1 m3, while 1 Spodumain is 16 m3).
I can imagine prices of t1 hulls going to all-time-low should this happen. Can't say it would be a bad thing. Cheap and accessible ships equal more PvP
Are you idiots honestly suggesting that every few weeks every single moon in EVE should be re-scanned and everyone should dismantle their existing towers and set up new ones?
Funny story, my name is Mr Black irl

Black magic aside, it seems that CCP nerfed incursions 'too hard' and there's been a mass exodus of the general public from them. CCP representatives have been contacting some of the more entrenched incursion running groups to see if they have tweak it back a bit and how to do it best.
Honestly just rebalancing the amount of tech relative to other stuff needed would be the best idea IMO.
PS: Mfume you're right on one count though. Fuck towers with a pole covered in cactus pads.

Theres nothing worser than strutting around like you are all that knowing what the fuck you are doing and then coming back sniveling and saying you where wrong and need help
There's no requirement to move the tower, either. The next mineral could very well be profitable. Probably will because there will be fewer people with towers. Right now once you get them set up, a couple of guys can run ten towers pretty easily.
Yes, the prices would be more volatile but I'm of the opinion that it would be a good thing.
