Background:
There are approximately 280~ tech moons in EVE. At the moment, Pandemic Legion controls 193 of them, approximately 70% of the total supply. It has made us Nigger Jesus rich. I won’t bore you with the financial details, but let’s just say that our 55 billion ISK weekly capital fuel bills are no longer an issue of concern.
But, like the Europeans in Jared Diamond’s book – Blood, Germs, and Steel, such excess has allowed us to focus not on just getting enough isk to get by, but accumulating enough cargo to make the conquest and enslavement of the indigenous peoples of the EVE universe an inevitability.
Inequality in EVE:
Holding ½ of EVE’s Dyspro and Prom moons before the moon rebalance created a financial imbalance between Pandemic Legion and the rest of EVE. It allowed us to grow significantly and achieve capital superiority in almost any battlefield. The successful leveraging of our assets after the rebalance has allowed us to continue to operate with impunity in any theater in EVE.
But all good things end. Super Carrier and Titan nerfs once again threaten our superiority, but this time, CCP are addressing just the tools are our disposal, not the underlying roots of inequality.
Adapting to the New Paradigm:
With every new patch, new tactics are experimented with, new ships built, new concepts invented. This patch, more than any that have come before it, will require a significant change in our operating procedures.
In the past, we have simply built more. More supercapitals, more dreads, more battleships. The Pandemic Legion of today is a much heavier force then it had been in the past. But the solution to this patch is not to build more, but to force the enemy to build less.
Stop Selling Tech on the Open Market:
Much like the Caracals of old, it is t2 production that makes an effective combat force today. Without tech, production of critical equipment becomes expensive and difficult. From henceforth, there is to be an embargo on tech beyond Pandemic Legion.
With this in mind, the current moon goo system will be abolished at months end. All moons are to be nationalized. As compensation for the tower, all tech tax payments between now and November are abolished. All moons are to be fueled and anyone caught selling their moon outside of PL will receive summary judgment. Don’t fuck this up if you want to stay in the Alliance.
But we won’t be just hoarding this tech. All tech will be used for in-house production or limited selling at extremely high prices. Starting on the 1st of November, we will be instituting the “All Ships Are Free” program – details to follow, but let’s just say you’ll never have to worry about buying and fitting and sub capital anytime for a while.
Additionally, profits from increased revenue will be directed to ensuring active members access to supercarriers and titans.
Just Deal With It:
We know this change will heavily affect the way of life of everyone active in this alliance, and adjusting to the new paradigm won’t be easy. That said, this is a step that will bring considerable rewards to active participants in alliance activities, eliminate the absentee moon holders, and reduce the rest of EVE to a level of poverty that they have seldom experienced.

But this idea, the ice embargo, the DRF just going tits up with massive resets. Finally stuffs getting interesting. Winter cant come fast enough. GJ guys on at least shaking shit up, for better or worse, at least stuffs getting different.
