What Mittens and his goonies are doing is entirely within the bounds of acceptable gameplay in EVE.

If a significant portion of Hisec coordinated their voting, not only would Hisec get its fair share of delegates, but Mittens would lose his position as chair (assuming he decides to run again).

As for Ice, i would expect miners would refine once a week and ship, so there's probably a week's lag at least in the economy. I presume most spacerich alliances would have stockpiles of a couple weeks demand at least. Disorganised and unlucky people will be the teary ones.

Also, ice is less profitable than the best hisec ores until it gets to about 1200, so i don't see miners and/or bots shifting off whatever they are doing in nullsec until it gets well past that number or supplies run out completely.
