Learn their jump bridge map, travelers now have to go at least one gate, if you can pin point the bridges (most regional maps are readily available) you get a better idea on where to loiter.
Next you have to either wedge a probe launhcer on your vaga, or only scout the smaller ratting systems that your on board scanner hits, and a vaga is still likely to be too slow into warp, you really want an inty to do the lead work for you and make the initial tackle.
Also you need fuck tons of patience.
You need to know that local is the fucking enemy in every possible way and form, it basically means you'll only catch the fucking really dumb ones, or those trapped by a rat who points. It sucks and theres no real way around it (at least not one I'd trust my account with) but just assume that if you haven't caught anybody 15 seconds after you arrive, you aren't catching anybody.
Finally, find capital systems. Not systems that produce caps, but system headquarters like VFK or 6VDT. The local population helps hide your name (well, maybe not YOUR name since its in the "C's") and you get more traffic on the gates as the people try to move about their regions. For the DRF guys you're hunting you'll want to be out looking +/- down time, as the RUS space is (nonshocker) empty during off RUS times.
Take a couple small bubble with you and drop them off the pos's if the guys are not cloaking. Most these ratters your hunting are asleep or at work.
