I'm a little skeptical of the freeport idea, simply from a resident's security perspective. The stations are held by someone else (goons, test, whatever) and you are not blue to them. So you have no way of denying hostile access to your stations (as opposed to the CVA NRDS methods).

Also, they won't be true freeports. I'm pretty sure the owners will discriminate between the cannon fodder they want and actual competent leetpvpers who they want as far away as possible.

So the way I see the freeport thing actually working out is the smaller alliances who live in NPC space currently will stay there, the empire pubbies will stay there, and more previously inhabited regions will become barren wastelands of emptiness (which is the whole point, right?)

It's a worthwhile experiment because it hasn't been done before on a regional scale. It might not work out at all, but I'm going to give it a whirl because fuck it.

Our Riot Act policy (which we just announced today, formally) is that anyone in Delve who throws open their stations to give the freeport a try will be exempt from conquest. Those who refuse obviously will have to have their stations cracked open by force, but I'm serious about the need to have 'zones of cultivated pvp'.

I suspect that a Freeport Delve will have more action than NPC 0.0 simply because of the wealth of the region as far as rats etc go. But I could well be proven wrong by events.

Goon generosity, while familiar to the CF is going to be seriously laughed at by the EVE public. Hell, you could spin it into an act of CSM generosity just by picking the name right and whipping up a clever pubbie attracting PR campaign.

My biggest concern is that alliances that comply with the riot act will just use their stations to farm kills, basically driving off our test subjects.

Does the average empire dweller even know who the hell the goons are? Sure they have they deal regularly with The Orphanage and Suddenly Ninjas but Goons? I would imagine anyone who doesn't spend their days on forums and who haven't been recruitment scammed don't run into many goons often (that they know of).

If this idea of taking over Null completely and then doing raids into High Sec is for real, you should also do it in character. I'm actually extremely curious about how the storyline people would deal with a fully united null sec that decided they wanted to take over empire. Think of when the Caldari took all of the contested space from the Gallente and it was a huge deal and canonized in the EVE storyline. Would the storyline people canonize a full out declaration of war on the empires by a united null sec?

You should message the ISD and tell them that you are declaring yourself the "Galactic Emperor" and that the "former empire leaders" should start watching their backs. You have more firepower and more space than them combined and will be disrupting whatever you want in their space.

You attract the empire pilots by directing all PVP after conquering 0.0 into Empire through co-ordinated wardecs and making Empire generally unsafe due to increased suicide ganks. Empire dwellers no longer feel safe, see an opportunity to level the playing field profit-wise by moving to a fully upgraded 0.0 (or at least move towards lowsec).

If you want to think about whether or not this will work consider:
1) There are way more people living in high sec than in 0.0
2) Goons have a short attention span and wont be able to concentrate on this for more than a couple of ooh shiny...

The problem with this idea is it will only work for a short term. NIPS will always get broken, your vets will continue to retire due to boredom and eventually a force will rise up and make its play at 0.0. From my experience with DRF and NIPS, as soon as they smell blood in the water they will strike taking more territory (i cant blame em) and will tear your lolz pact to pieces.

Honestly i also dont see how this will effect CCP in a real negative way. I dont think it will increase the drop rate and wont stop new people from joining cause the average player is a empire rat. The carebears will still get to play out in 0.0 as renters, supplies will get to empire and if there goes a shortage of moon goo, ccp will just have it spawn in missions or something.

If your intention is to get at ccp, i dont think this will work. If you are doing it for the lolz and go for it.

Yeah, but hulkageddon is like a two week event that only a small percentage of people playing eve participate in. Conquer all of 0.0, direct the majority of nullsec subcap pilots into empire for wars and let your massive supercap blob enforce the 0.0 domination.
